How card FX fees work

When a card is used to pay in a currency other than the card's own, the card network converts the amount. Visa and Mastercard each publish their conversion rates in an online calculator, and the rate used is generally the one in effect when the payment is authorized.

The card provider may bill at that network rate or at its own, and may add a fee of its own on foreign-currency transactions. That added charge is the foreign transaction fee, or FX fee, and each provider sets its own.

Inside the EU, a bank must charge the same for a card payment in euros anywhere in the EU as for an equivalent domestic payment, but a card provider can still charge a conversion fee when the payment is in another EU currency.

Local currency or home currency at the terminal

Card terminals and ATMs abroad sometimes offer to charge the card in its home currency instead of the local one. This is called dynamic currency conversion (DCC). When it is accepted, the merchant or ATM operator does the conversion at its own rate, and the Visa or Mastercard rate no longer applies.

Choosing the local currency leaves the conversion to the card network and the card provider. Visa requires a merchant or ATM offering DCC to show the amount in both currencies, the exchange rate and any markup, and Visa's rules say the merchant or ATM should let the cardholder decline. Declining does not stop the purchase or the withdrawal.

Weekend conversion fees

Some providers charge more for currency conversion on weekends than on weekdays, so the same conversion can cost more on a Saturday than on a Monday.

ATM fees abroad

A cash withdrawal can carry two separate fees: one set by the card provider and one set by the machine's owner, charged directly or passed through by the card provider.

Rules differ by country. In the US, the ATM operator must disclose its fee at the machine itself. In Spain, the bank that owns the machine cannot charge the cardholder directly; it may charge the card issuer instead, which may pass the fee on, and the ATM is required to show any fee on screen before the cash is dispensed, with an option to cancel.
